REQUEST FOR QUALIFICATIONS: Preliminary Engineering Report for the Village of Andover, New York. The Village of Andover seeks professional guidance in developing a long-range plan for improvements to their water system.  The Village is hereby requesting Licensed Professional Engineers to submit proposals to prepare a Preliminary Engineering Report for water system improvements of suitable detail and completeness to approach regulatory and funding agencies.
